I am an Associate Professor in the School of Public Affairs and Administration at the University of Kansas. I teach public budgeting, accounting, and financial management in the MPA program, and I actively study the cost of government programs. Most recently I have been focused on the cost and funding of election administration in the US. The book I did with Martha Kropf, MaryJo McGowan and JoEllen Pope, A Republic if You Can Afford It: How Much Does It Cost to Administer an Election?, examines the cost of election administration at the local level, some basic influences on cost, and how greater spending may affect outcomes like trust in elections. This research informed my testimony to the Committee on House Administration on the funding of election administration, and it informs my broader interest in the cost of government programs.
